Dr. Francis Ogojo Okello is an accomplished Research, Monitoring, Evaluation, Learning, and Analytics Leader with over 25 years of experience driving data-informed decision-making and program impact across more than 20 countries in sub-Saharan Africa, the MENA region, Southeast Asia, and Latin America. His career bridges private-sector market intelligence, pharmaceutical and FMCG research, social marketing, and large-scale international development, giving him the unique ability to translate complex data into actionable insights across diverse sectors. Dr. Okello has overseen multi-million-dollar initiatives funded by USAID (USD 8–56M) and has served as a trusted leader for numerous international development partners affiliated with the U.S. Government. His contributions extend to development activities for the World Bank, United Nations, host governments, and private-sector clients. He directs comprehensive mixed-methods evaluations, market and consumer research, evidence-to-policy translation, and learning agendas to enhance performance, strengthen systems, and promote sustainable development outcomes. Dr. Okello is known for building high-performing research teams, designing results-oriented monitoring systems, cultivating learning cultures, and managing complex budgets with strong compliance oversight. His expertise spans market research, competitive intelligence, advanced analytics, knowledge management, and strategic planning. He is driven by the belief that high-quality evidence is essential to solving complex social and market challenges.
