Elijah Okupa is an accomplished economist, legislator, and public sector leader with more than two decades of experience in economic policy, governance, public finance, and institutional development. Through long-standing service in Uganda’s Parliament and influential regional and international parliamentary platforms, he has built a reputation for strategic leadership, financial oversight, policy engagement, and principled public service. His career reflects a strong ability to work across complex political, institutional, and development environments while advancing practical, results-oriented solutions. As a long-serving Member of Parliament, Elijah has contributed significantly to legislative oversight, budgeting, representation, and national policy review. His work on key committees—including Budget, Finance, National Economy, Public Accounts, East African Community Affairs, and Presidential and Foreign Affairs—has placed him at the center of public financial management, accountability, and governance reform. In these roles, he has supported legislative formulation, budget monitoring, and institutional decision-making that influence Uganda’s socio-economic direction. His service as Parliamentary Commissioner further strengthened his experience in institutional administration, operational effectiveness, and governance leadership.
